華人財經菁英論壇開講 世界日報

2009華人財經菁英論壇兩場演講,7日分別於世界日報大樓的四樓會館及8日亞太棕櫚大飯店的二樓舉行。首日開講,結合環繞新聞與生活主題,到場聽眾 200多人,透過華人財經專家觀點,掌握財經脈動。今年論壇演講主題,有美、台宣布徹查海外資產、商業不動產購買時機、儲蓄壽險對抗通膨和低利率、遺產稅 法及遺產認證費用、預測2010年股市。出席專家有:STC資產管理執行長許惠欽、聯邦財政部及勞工部認證的精算師程泓勳、紐約人壽資深財務師廖彬淳、加 州註冊會計師葉俊麟,和加州、內華達州律師陳冠英等。

首 位主講的許惠欽分析商業地產投資,投資風險一定有,關鍵是投資報酬率比例。他舉例,定存與股票是最典型案例,同時提醒進場時機的掌握,攸關獲利與否。除購 買物業,許惠欽強調管理增加地產價值。他引用好壞租約的案例,談改善物業、協助租賃客戶和解決雙方歧見等,都是成功管理的秘訣。他最後表示,有效管理搭配 房客、租約就等於財富和退休。

陳冠英律師演講,談個人財富的「兩個定時炸彈」-遺產稅繼承、瞄準財產的法律訴訟。他說,聯邦遺產稅徵收,有個起始點和支付的門檻。他建議解決方案是利用A-B生前信託,可讓個人免稅額度加倍,而不可撤銷的壽險信託ILIT,只要妥善運用能讓下一代無後顧之憂。

陳 冠英描述的另一個定時炸彈,是個人資產累積後的法律訴訟,以內華達州保障資產擁有者、加州保障勞工的立法觀點比較。他總結A-B信託可繞過繁瑣的遺產檢驗 程序,讓遺產免稅額加倍,有限責任公司ILIT免訴訟困擾,兩者合併使用可享利益。這次活動由菁英資產控股公司主辦、世界日報協辦,聽眾普遍對於演講內容 滿意。

棄籍、棄卡得繳稅 不可一走了之

美、台徹查公民的海外資產,近期引起各界熱烈討論。針對有意棄籍、棄卡規避調查的民眾,會計師提醒,必須得辦理正式手續並繳交稅款,才能夠搭機離境,並非可以一走了之。

加 州會計師葉俊麟說,有人為規避國稅局清查海外所得,打算棄籍、棄綠卡,他表示,即使如此,離境前還得繳納棄籍稅(Expatriation Tax)、領取離境完稅證明(Certificate of Compliance or Sailing Permit)。他說海外清查帳戶對象,含所有稅務居民,凡海外帳戶一年內的本金超過1萬元,都得填具TDF 90-22.1表格申報,時間到次年6月30日止,違者罰金每年10萬元或帳戶總值50﹪,以金額較高者為罰金,且可能面臨五年刑罰。

葉 俊麟坦承,今年手頭有不少客戶要棄籍,而面臨繳棄籍稅的處境。一般來說,課徵對象是公民、15年內持綠卡八年的永久居民,適用條件為淨資產超過200萬 元,過去五年平均年淨所得大於13萬9000元、有漏報或漏繳聯邦稅情事者,所需填具表格有:1040C、2063和854,申請時得提出棄籍理由,要準 備護照、綠卡或簽證,以及社安卡、機票、相關稅務文件等辦理,才能完成棄籍程序。

It was a night filled with great music and great entertainment. And last but not least, a lot of networking!!!


The CCIM movement began more than 40 years ago with commercial real estate practitioners who wanted to elevate their business practices through focused education and networking opportunities. Still today, education and networking remain the cornerstones of the CCIM designation and the reason for its success. The CCIM Institute confers the CCIM designation and is an affiliate of the National Association of REALTORS® (NAR).

Established by the California Association of REALTORS® in 1954 under the name Certified Property Exchanger (CPE), the CCIM designation took on national significance in 1967 under administration by a division of the National Association of REALTORS®. In 1969, the designation was renamed Certified Commercial Investment Member (CCIM). A council was established to administer the designation, and in 1991 it was granted institute status as an affiliate of NAR.

Now, with more than 19,000 members in 33 countries and 61 chapters worldwide the CCIM Institute has emerged as a truly global organization.

因此CCIM專業資格也是國際房地產界的通行證。目前僅有CCIM協會向全球提供商業房地產專業課程教育和資格認證﹐全球只有七千多房地產業專業人士有此殊榮。從一九六九年迄今﹐CCIM領導著全球的商業房地產投資市場﹐其網絡涵蓋了全球一千多個市場﹐反映了商業地產業的最新變化。它包括專業投資師﹑投資顧問﹑資產管理公司﹑評估師﹑會計師﹑物業管理公司﹑ 發展商﹑機構投資者﹑房地產律師﹑銀行家和其它相關專業人士。借助這一商業網絡及CCIM電子商業網絡﹐CCIM每年完成六萬筆左右的交易﹐總價值超過五百四十億美元。另外﹐通過CCIM協會及其他國際上的專業房地產組織﹐委託人的物業可以在全世界的五十二個國家裡賣給投資者。

恭賀 John Hsu, STC MANAGEMENT, 當選 2010 CCIM 大洛杉磯分會會長



Congratulations! John, for becoming the 2010 CCIM Greater Los Angeles Chapter President!

John Hsu has been working in the real estate industry since 1988. He is currently the Officer of STC Management, an AMO recognized company offering property management and brokerage services. Under John's leadership, STC Management managed a portfolio in excess of $1.5 billion in 2008 of residential, commercial and industrial properties in Southern California.

In 2009, John was the first Chinese-American to be selected to attend the Jay W. Levine Leadership Development Academy, a program established by the CCIM Institute to help foster the development of the next generation of leaders in the commercial investment real estate industry.
